WITH THE PROPOSED PUD, ONE OF THE THINGS THAT IS A TOOL THAT CAN BE USED IS A TAILORING OF A ZONING DISTRICT TO SPECIFY USES THAT ALLOW FOR A PROPERTY TO BE ECONOMICALLY VIABLE FOR REDEVELOPMENT, BUT ALSO TAILOR THE USES AND STANDARDS TO A PARTICULAR AREA. SO IN THIS CASE, THE APPLICANT DEVELOPED A COUPLE OF STANDARDS RELATIVE TO THE SUB ZONES OUTLINING DIFFERENT USES SO THAT BACK IN THIS AREA HERE, FOR EXAMPLE, CLOSER TO THE NEIGHBORHOOD YOU CAN’T HAVE HOTEL OR RETAIL USES. REMEMBER BACK IN 2011 THE CITY COUNCIL MEN WISDOM ASSIGNED A MILLION SQUARE FEET TO THIS SITE AND INCREASED THE HEIGHT FROM 36 FEET TO 56 FEET. THAT WAS ALL SUPPOSED TO BE OFFICE, CO, OFFICE. SO WAY IN THE WORLD COULD THAT SITE ACCOMMODATE A MILLION SQUARE FOOT OF OFFICES INDICATED BY THE FACT THAT IT’S VACANT EXCEPT FOR 385,000 SQUARE FEET OF OFFICE. WE WERE VERY MUCH OPPOSED TO THE HEIGHT OF 75 FEET. AND THIS IS SIMPLY BECAUSE 44TH AND CAMELBACK IS NOT ONE OF THE THREE CAMELBACK EAST VILLAGE PLANNING COMMITTEE ZONES WHERE YOU HAVE HIGH DENSITY. YOU HAVE ONE OF 44TH AND THOMAS, YOU HAVE ONE AT CAMELBACK AND 24TH STREET, AND YOU HAVE ONE AT 44TH AND VAN BUREN. THOSE ARE YOUR CORE AREAS. THIS IS NOT A CORE AREA. THE CORE AREAS ARE WHERE 75 FEET AND ABOVE BELONGS. I WAS INVOLVED LAST NIGHT IN THIS LONG MEETING FROM, I GUESS IT WAS 3:30 TO 7:00. THE DEVELOPER READ AND OTHERS WERE CONGENIAL. THEY WERE AMENABLE TO SOME OF OUR SUGGESTIONS AND WE WERE AMENABLE TO SOME OF SUGGESTIONS. PEOPLE WERE — THEIR EYES WERE OPENED. THEY WERE QUITE SURPRISED TO SEE WHAT THE DEVELOPERS ARE PLANNING. THEY HAD A LOT OF NEGATIVE COMMENTS TO MAKE. THEY WERE VERY CONCERNED ABOUT THE GLASS, THE AMOUNT OF GLASS ON THE OFFICE BUILDING, THE BLOCK ADMINISTRATION AND JUST THE OTHER 3D IMAGE THAT’S IN THE PUD ALSO SHOWS A LOT OF DARK FINISHES TO THE ARCHITECTURE. SO THE BIG CONCERN THAT WE HAVE IS THAT WE DON’T HAVE ENOUGH INFORMATION ABOUT THE DESIGN, NUMBER ONE. NUMBER TWO, EVERYBODY IS CONCERNED ABOUT THE PEDESTRIAN FEEL THAT WE HAVE IN THE NEIGHBORHOOD. WE’D LIKE TO SEE GREATER SETBACKS WITH THE HOTEL AND THE OFFICE BUILDINGS SO THAT WE CAN CREATE ESSENTIALLY WHAT’S HAPPENING ON THE EAST SIDE OF 44TH STREET WITH THE RETAIL AND THE RESTAURANTS AND THE GOOD FEEL AND VIBE IN THAT AREA. AND ALSO WITH FRED UNGER WHEN HE WAS REDOING THE HERMOS INN AS WELL AS REDOING THE ROYAL PALMS. I’VE CONSULTED WITH ALL OF THEM AND I’VE LOOKED AT THIS PROJECT. OVER THE YEARS THERE’S BEEN MANY PROJECT PROPOSED AT THIS SITE. BY FAR, THIS IS THE BEST, WELL THOUGHT OUT PROJECT I’VE SEEN ON THIS CORNER. I THINK A BOUTIQUE HOTEL ON THE CORNER WILL BE VERY POPULAR. I THINK YOU’LL SEE A LOT OF PEOPLE COMING DOWN FROM THE AIRPORT DOWN AT 44TH STREET TO STAY AT THAT HOTEL. THAT’S WHY ALL THE BUILDINGS ON THE NORTH SIDE OF THE AREA ARE STEPPED UP TO BE SURE THERE’S A FREE VIEW OF CAMELBACK. THE PLAN THAT WAS IN PLACE WITH 55-FOOT LIMIT WAS A COMPROMISE THAT THE NEIGHBORHOODS WERE NOT VERY HAPPY ABOUT. BUT THEY WERE FORCED TO IT BECAUSE THE BUILDING ON THE SOUTH SIDE HAD ALREADY BEEN BUILT BEFORE THE PLAN WAS IN PLACE. SO WHAT’S HAPPENING NOW IS WE’RE ASKED TO COMPROMISE AGAIN, TO COMPROMISE AN ODIOUS COMPROMISE OF ANOTHER COMPROMISE. I’M SURPRISED THAT THE NEIGHBORHOODS WERE WILLING TO GO ALONG WITH THIS, SO I DON’T KNOW IF I’M A LONE VOICE. BUT YOU’RE STILL GOING TO BLACK CAMELBACK MOUNTAIN. 55 FEET WOULD BE ADEQUATE. MR. BUT I HEAR WE’RE IN A RECORD DROUGHT AND THE CITY OF PHOENIX WATER DEPARTMENT SAYS ON THEIR WEBSITE IT’S AN UNPRECEDENTED DROUGHT IN WRITTEN HISTORY. THE WATER DEPARTMENT RECENTLY TOLD MY NEIGHBORHOOD THEY INTEND TO PUT A DROUGHT PIPELINE IN FOR CURRENT RESIDENTS OF NORTH PHOENIX. IT’S INTERESTING TO ME THAT APS IS BUYING LAND IN NORTHERN PHOENIX TO EXPAND THEIR POWER PRODUCTION FOR FUTURE RESIDENCES THE SAME TIME THAT THE CITY WATER DEPARTMENT IS SAYING THEY NEED A NEW PIPELINE FOR CURRENT RESIDENTS. I JUST WANT TO REQUEST THAT THE CITY PRIORITIZE A NEW 100-YEAR WATER SUPPLY EVALUATION FOR THE CITY, GIVEN THAT WE HAVE DIFFERENT CONDITIONS IN OUR CLIMATE AND IN THE SITUATION FOR WATER IN PHOENIX. AND THEY DO THAT BEFORE THEY CONTINUE ADDITIONAL WATER PIPELINE CONSTRUCTION. THE WATER DEPARTMENT AND UTILITIES ARE SAYING THEY’RE JUSTIFYING RUSHING THIS PROJECT BECAUSE OF CAP WATER THAT WILL BE TURNED OFF SOON. AND MY UNDERSTANDING FROM OTHER SOURCES IS THAT THAT IS NOT TRUE AND THAT THE CAP WATER WILL BE AVAILABLE FOR QUITE A WHILE FOR RESIDENTS AND NEIGHBORS THAT ARE CURRENTLY RESIDING IN PHOENIX. PLEASE PRIORITIZE A NEW 100-YEAR WATER SUPPLY. WE NEED THIS BEFORE WE PUT IN PUMPS AND PIPELINES TO MOVE WATER AROUND THAT MAY NOT EVEN EXIST AND BE HERE FOR US IN THE NEXT 20 OR 30 YEARS. WE NEED TO EVALUATE OUR BEST SOURCES AND USE FOR OUR CLEAN AND OUR GRAY WATER AND TO ENCOURAGE THE WATER DEPARTMENT TO STRENGTHEN OUR WATER CONSERVATION EFFORTS IN THE CITY.
